Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are fought: hopeful statements are delivered from different nations. Immense energy is devoted on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a ability enabled by up-to-date information. From observation points, defense planes that had been dispatched to intercept incoming aerial threats roared overhead – sophisticated military planes provided to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by Western nations. Every launch shakes the surroundings, causing tremors. The moment of terror quickly transforms into grim resignation: maybe the incoming missile won't strike its target this time, sparing the city from ruin and another blackout.
Persistent Threats
Following this, a large-caliber weapon opened up on a drone in the vicinity, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the bullets missed the hostile drone – it maintained course toward its target.
With pauses, this carried on until dawn. Kyiv awoke to the early updates: several casualties, devastation and utility failures in multiple buildings as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a need that neighboring countries are evidently unprepared to replace in the short term.
Unsuccessful Negotiations
The detailed framework from US administration sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new initiative from Washington adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, endure.
Tactical Assessments
It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration operates on a premise well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is unrealistic to pressure the Kremlin to abandon the areas that it already controls in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not evolve additionally in its benefit in the months ahead.
Divergent Views
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but avoiding a total frontline collapse until conditions improve in its advantage.
Existing Situation
Objectively, there are no actual prerequisites for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their task will now be much harder after current events, it remains highly unlikely that this will modify their basic position.
These two forces are driving the talks.
Summary and Prospects
It took a just a single week to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.
While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, largely rely on sustained allied backing.
